Not sure I totally understand you questions, but you appear to be looking for yesterday's date and date arithmetic is not straight forward in CL.

Take a look at this page:

Then you would probably need the job scheduler to submit the job automatically. Have a look at the WRKJOBSCDE and ADDJOBSCDE commands.
