I wouldn't think so. The IBM records would say that the machine has 1.3
licensed but it doesn't know if and when you install a TL. I think that
would only matter if an entitlement issue occurred. I think you can even
upgrade your software from within ESS.
Oh, and 7200-04-02-2028 means 7.2 TL4 Service Pack 2 (and the last 4 I
don't remember). So you would be running something pre 1.4 by that metric.
I have always been confused about VRM outside of IBM i.

I would infer that TL5 is 1.4. Then again, that VRM seems to be something
of a bundle, not really linked to the OS itself. It would seem to be more
of a configurator setting.
