Check out the STRPCCMD
STRPCCMD PCCMD('start c:\temp\sc415304.pdf') PAUSE(*NO)

You'll need to run STRPCO once prior in the session.

Usually I'll have a CL program that
STRPCO
MONMSG IWS4010
STRPCCMD &CMD pause(*NO)
