Most of the time, it's not the Vendor, it's the customer. JD Edwards (Oracle Enterprise One) in particular, is very expensive to upgrade to support future releases. The customer ends up being STUCK at a particular OS level until they can get the ERP system upgraded. Meanwhile, they need more CPU.

One would think that if this customer bears a big enough club to get IBM to put 7.1 on certain P9's then that club should be sufficient for their other vendor. Therefore I suspect it's more of a vendor is out of business, software is heavily modified, or some such thing.

However continuing to run 7.1 with it's cipher flaws and whatnot for a large company also seems suspicious.
Would IBM really do this on an altruistic nature for large numbers of small companies?
