Thanks Gad. According to IBM the latest firmware is the reason the fan is running as load as it is. This server has NVMe storage and i guess there was an issue with heating so the latest firmware runs the fans faster to help cool the modules.

We have a new 9009-41G (tower) that we just powered on the other day. The
fans have been running non-stop since the server was powered on. The server
has 2 1.6tb NVMe storage cards. I'm wondering if anyone on the list is
experiencing the same thing.

I opened a case with IBM and their response was " A problem was fixed for
certain PCIe adapters and NVMe U.2 devices. The following feature codes are
affected and the presence of these features in the 9009-22G, 9009-41G,
9009-42G, and 5105-22E servers can result in higher fan speeds and
therefore higher acoustic levels after upgrading the firmware". I'm just
trying to determine if the fans are supposed to be running continuously.
