Look at the joblog from the save.
What error am I looking for? Well the error you would see if you did the following:

md '/bovineexcrement'
Directory created.
CHGATR OBJ('/bovineexcrement') ATR(*ALWSAV) VALUE(*NO)
Attributes changed for 1 objects. 0 objects not changed.
edtf '/bovineexcrement/waste.txt'
crtsavf qtemp/bovinescat
File BOVINESCAT created in library QTEMP.
SAV DEV('/qsys.lib/qtemp.lib/bovinescat.file') OBJ(('/bovineexcrement'))
1 objects not saved.
No objects saved, all objects were excluded.

Message ID . . . . . . : CPD37C4
Message . . . . : 1 objects not saved.
Cause . . . . . : 1 objects were not saved due to the ALWSAV attribute set
to *NO. A CPD37C3 message was sent for each of those objects. 0 objects
were not saved because the system has indicated they should not be saved.
Recovery . . . : See previously listed CPD37C3 messages. For objects the
system has indicated should not be saved, no recovery is necessary. The
objects are either not needed for recovery purposes, or will be recreated by
the system as needed.

I always turn that attribute on for my image catalogs using the CHGATR command as shown above.
