Cannot remember the last time I tried applying PTF's from menu, but let me refresh myself. (Although I think someone else posted these steps.)
If on the option 8 you set these:
Automatic IPL . . . . . . N
Other options . . . . . . Y
Apply type . . 1 1=Set all PTFs delayed
That's pretty much the same as
INSPTF ... INSTYP(*DLYALL)
And then doing your own PWRDWNSYS at a later time.
