Because I don't believe you do initialize them. IF you are saving object detail you can still do a WRKOBJBRM and find it on that expired tape, up until the time it is reused. You can also do a DSPTAP and see those objects. Just because you expired the tapes does not mean the data has been initialized off of the tape. Normally it's not an issue. Unless you configured 16,000 tapes on your DD and BRMS will use all of them and leave the data on them, expired or not, until the time comes for it to reuse the tape. BRMS will:
Use new tapes first.
When there are no new tapes reuse the tape which has been expired the longest. Only at that time is the data gone/rewritten over top of.
