According to a case I have opened:
Straight to the reported issue we would like to advise that we usually recommend NOT to use SWA for the IFS portion of your save. Save-while-active rarely provides a benefit for the IFS, and can especially hurt the performance of a parallel IFS save. Even if SAVACT(*YES) is specified, a parallel save requires SAVACT(*SYNC), in which no IFS data is written to any of the tapes until after all the IFS objects are check-pointed.
Oh, and yes I am using a parallel IFS save.
