I think the service you are looking for is Object_statistics.
I'm not sure how often "last used" is really updated.

If you can find the name of the *PGM or *SRVPGM that implements the stored
procedure, you can just issue a DSPPGM or DSPSRVPGM on that, to see the
"Last used" dates, no? Or DSPOBJD to an *OUTFILE ...? Or, there are APIs
equivalent to DSPPGM or DSPSRVPGM...
