But can that table be used to tie the external object to the stored
procedure and then use other methods (such as audit journal entries) to
determine last used date?

there isn't an object AFAIK...

An external stored proc is simply a record in the QSYS.SYSROUTINES table

And there doesn't appear to be a last used column in that table..
