In my opinion, yes they should.

The counter to that opinion is many of those PTFs may have been created for customers with specific issues, configurations that you don't have or need.
Obviously you really don't need those PTFs, but which ones? The second counter is, "if it ain't broke, don't fix it" mantra. There is a small amount of merit to that argument.

I still go with the install them if you can.

All V7R4 recommended fixes downloaded and applied.
I also downloaded SF97740.csv, did a match against all my V7R4 applied PTFs.
I have a resulting list of 311 PTFs which are not yet ordered/applied.
Some are new, might be on the next CUM.
There are about 50 old PTFs for 5722IP1 V5R3M0 - Info Print Server, which is a skipped shipped product.
Should any of these be downloaded and applied?

There are many reasons that some PTF's are not on any cume or group. Some of these never will be. For example there is a PTF which will change the order or some such thing on some IBM command to the way it used to be on some ancient release. More of a switch than a fix. So you may not want that.

Then there's the paranoid crowd which will not put on a fix until IBM finds a bug in it. When IBM puts out a new fix then they will finally upgrade to the older buggy one because now it is no longer on the "bleeding edge".

I've created two new sandbox LPARs, one at V7R3, one at V7R4.
Latest CUME and all groups downloaded and applied.
I know I'm missing some important PTFs that are NOT on the CUME NOR any group.
Any suggestions for identifying and downloading these PTFs.
