Never heard of that command before
Its showing what is presently being rebuilt and (I think) what has yet to be rebuilt
I wonder if there is a way to start the rebuild manually

You may try to use EDTRBDAP command. It is used to set the priority of access paths rebuild after an abnormal end of system. I do not know if it applies to your case.
