For unknown reasons the TFTP service had ended.
Simply had to restart the TFTP service.
STRTCPSVR SERVER(*TFTP)

Install completed successfully.

172.17.23.5 is the correct ip, confirmed the resource, VLAN11, matching client, VLAN11.
