Finally got a call back from IBM. Somehow the function usage in WRKFCNUSG
ID QIBM_QTMF_CLIENT_REQ_0 parameter *ALLOBJ special authority was *NOTUSED.
Changed this to *USED on the target and FTP started to work again.
