Yes, the IFS does not support "adopted authority". You either have to submit the job to run under a user profile which has authority to that directory or you need to use the "profile handle" APIs. These are the APIs used by IBM server programs to say while this job may be running another user (such as QUSER) it is running under the authority of ROB or whomever the "current" user profile is.

Get Profile Handle (QSYGETPH) validates a user ID and password, and creates an encrypted abbreviation called a profile handle for that user profile.
Set Profile Handle (QWTSETP, QsySetToProfileHandle) switches the job to run under a new profile.
Release Profile Handle (QSYRLSPH, QsyReleaseProfileHandle) validates a given profile handle and then releases it.
