Where are you running the CPYTOSTMF? Is it in a CL? If so, does that CL have adopted authority?

Is the authority failure on the PF or the stream file?

I am removing *PUBLIC authority (saying *PUBLIC *EXCLUDE)

but, when I get to programs that have a CPYTOSTMF, I get a "not authorized".
