This would set the device name on the TARGET system.
What I need to know is the workstation ID of the session that initiated the telnet on the SOURCE system.

Hi, be careful this is just a thought ........
If you start your telnet session like this:

TELNET RMTSYS(REMOTE_i) RMTVRTDSP(MYLOCALDEV)

Then you should be able to have a qualified guess about the local device name.
I have verified that if the device does not exist it will be created.
A device in use situation might give you problems though.
