The error I'm receiving is:

Error opening file /PublicAS400/Images/INTER/189320.jpg
Conversion error. RC(2) errno(3490).

We are using BVSTOOLS getURI to send a JPG to AWS. When we were using a
test JPG with CCSID 1252., we had to specify 1252 in GETURI.

Now I'm trying to send a JPG that was retrieved from our production
database and it is CCSID was 65535 so I assumed that was my problem.
