i was using need as "required to complete the request".

so if searching for output that is on an outq you do not have author to, it would show in the report.

What defines "need"?
The user got an authority failure trying to check an output queue they did not have authority to. They were just trying a blanket search of all output queues. They may, or may not, have had any output in that output queue. Would that show up on authority collection as a "need"?
