Ideally one would go from 6.1 to 7.2 then to 7.4.
Keep in mind that there is not a machine out there capable of running both 6.1 and 7.4.

At some point they will need to hop hardware. Now, if their machine is not capable of running the lowest OS supported on new hardware there is something called a "migration". Still, it is recommended that you get their current system to at least x-2 of the new system's lowest OS. So, since the lowest on a P9 is 7.2 you could migrate to the new hardware following this data migration. Then you could upgrade the P9 from 7.2 to 7.4.

You should carefully read the Memo To Users for each of 7.1, 7.2, 7.3, 7.4.
