For my purposes, it will be just a straight SQL update changing a group name. We have almost all the Navigator functions locked down to one group, we just want to change to a different group without having to change each function one by one.

Nice find - these are views - the first over QSYS2.QSYFINFO - found the definition of the first view in SYSVIEWS.
The usage one is also a view over that same table plus a UDTF whose definition I didn't go after - but it's probably in SYSFUNCS.
I suspect that the approach here for mass update is to write something that gathers the change or changes you want, then walk through users and use the APIs to make the change. Such a program COULD also be made into a user-defined function, maybe by simply calling it in SQL, which automatically turns programs into callable functions, right? Look it up, my details might be fuzzy.
