hm, i think there is not much what can be done about that.
If the host has high I/O capability, the client will use up to 130MB/sec to format (iirc this stopped with 7.4) but the high CPU results from internal communication.

Starting V7R3 (on the host), you can use parameter RSCALCPTY on command CRTNWSSTG to tell the system to reduce the I/O when the client does format the virtual disk.
You can change this later with CHGNWSSTG if you do have to format some more disks.
