I'm rather partial to PTC Implementer
(https://www.ptc.com/en/products/implementer) for obvious reasons. :)

Implementer doesn't have a direct conversion from other change control
products, but (IMO) it's quite easy to setup and use.

Is there a sharp learning curve for github enterprise (pro),
compared to what we are used to now with TO?

While git is a fine source control product, there is a lot more to IBM
i change control than just managing source. IBM i objects are unique
and require special handling. Things to consider when choosing a SCM
product; Object deployment, object attribute retention, authorities,
data retention in sql & dds files, etc.
