On V7R3 - is there a way to SAVLIB/SAVOBJ a library containing files, data
queues, data areas, etc. on one machine/partition and RSTLIB/RSTOBJ the
library to another machine/partition without restoring the data in the
files, data areas, data queues, etc.?

Goal is to save a production library and restore to test system with no
data in the objects in the restored libraries so we end up with "shell"
files, data queues, etc.

Seems feasible but I've looked at SAV/RST commands and don't see an obvious
way to do this.
