Let me combine some of the posts.
QPWDLVL, even at it's most basic level 0, allows a few special characters. See the documentation others have suggested for a list of those special characters.
We have went to QPWDLVL 3. I found 1 and 2 to be a waste of time and "trying" 2 just required additional downtime to get to 3. I suppose if you care little or nothing for auditing and are running obsolete versions of Windows 1 or 2 may have some value but other than that I see no use for them.

QPWDRULES deprecates many of the previous QPWD* family of system values. I forget which release of OS it became available on.
