I think the author was more concerned about segues and
opportunities to use pet turns of phrase than about getting the
content right.

Only reason I asked was because of statements like: " We'd be remiss if

we didn't mention the new F8 key function in the ACS emulator." at
https://www.itjungle.com/2019/11/20/latest-trs-for-ibm-i-now-available/

This wouldn't be the first time they either wrote very carelessly or
didn't fully understand what they were writing in the first place.

The passage you're referring to, while not stating it explicitly,
strongly implies that F9 is, and has been, an ACS function as well. It
just doesn't make sense.
