What did you try? "Can't" is not very helpful for providing help to you.
Basically, you need to write the file as image file. This is different from writing a folder of files. How to accomplish this is dependent on which application you use on which OS. On a recent macOS with a proper drive attached, it's right-klick the image in the Finder and choose "But image 'name' onto media…".
