OMG.  That was the issue!  I had no idea that a scaling setting existed, much less that the "Recommended" value was not 100%.  The setting was at the recommended value of 125%, and as soon as I switched it to 100% everything was fine.  Yes some apps are a bit harder on the old eyes, but I can set the zoom on those myself.  But more important, iACS is magically, magnificently back to form.

It might also be that you are running the screen at something other than its native resolution. I believe this second possibility is the more likely to produce blurry fonts.
