Because that time also occurs twice during "fall back".

I always schedule jobs either 1:59am and earlier, or 3:01am and later.
Never in the 2am hour. I only applied the "nothing in the 2am hour" rule
because it made *ME* feel more comfortable.

As alluded to in Paul's revision, if you want to steer clear of any
possible time ambiguities throughout the entire year, you want to
avoid anything between 1:00 AM and 3:00 AM, inclusive.
