Resolution:
ENDTCPSVR *SMTP
ADDENVVAR ENVVAR(QIBM_SMTP_FWDSVR_LCL_MAIL) VALUE(YES) LEVEL(*SYS)
STRTCPSVR *SMTP
IBM said we could do additional tracing as to why that worked, something
about a *LOCAL lookup or some such thing but my wife wants me home for
lunch and this works, so...

Subject: Problem delivering to yahoo
We send email from our lpar of IBM i using the SNDEMAIL wrapper.
The wrapper has been modified to send a BCC to an internal address.
We route through a Cisco Cloud Content Security Management Virtual
Appliance
CHGSMTPA FWDHUBSVR('mx1.hc2652-8.iphmx.com')
When we send email to my gmail account I get the message at that account
and the bcc account gets a copy.
When I send an email to my yahoo account I do not get the message at that
account but the bcc account gets a copy.
This happens for multiple yahoo accounts. Used to work fine.
On that wrapper I used my work account as the sending address. When I
send to yahoo I get a reply to my work account from
NONDELIVERY@myibmi.myibmidomain<mailto:NONDELIVERY@myibmi.myibmidomain>
Where do I look next? Please, no recommendations to replace IBM smtp with
another product.
