These aren't programmers, they're super users who perform QA and other analysis, so need access to both partitions.  AutoHotKey might be an option, but I'd rather avoid Windows scripting.

scripts into standalone executables, so no one else has to install,
learn, or even know what AutoHotkey is, if they don't want to. (But if
