I thought about this too, but then I found when you use an option in
WRKOUTQ you can't prompt it... so I wonder if it maybe isn't using the
related commands (CHGOUTQ, etc).

If it was WRKSPLF that you wanted to limit, I have had a solution for that
for over 20 years that works quite well... even lets you create user
options.

To the best of my knowledge, the easiest way is to code your own
UIM
panel to front-end the WRKOUTQ command. That of course presumes that
you don't have to learn all about UIM in the first place. ;-) There
is a UIM application on the wiki to give you a head start doing this.
