Keeping in mind that a member is called a partition in database parlance then study the following and see if you can explain the difference between the two timestamps and if either matches what you are seeing in PDM:

last_change_timestamp, last_source_update_timestamp,
partition_text
FROM QSYS2.SYSPARTITIONSTAT
WHERE SYSTEM_TABLE_SCHEMA = 'ROUTINES'
