Just to throw confusion into the mix. That API may be part of an additional LPP you need, like cryptographic services.

I've stayed on the sideline for this because I was pretty confident

But it might be time to break out the tools on the PASE side of the i.
It is very difficult for me to imagine that this problem is so strange
and unusual that there isn't already a way with Java or Python or
Node.js. To be clear, I have not really worked with encryption much
myself, and I haven't been paying much attention to the details of
this particular case. But it seems unlikely to me that you would need
to resort to ordering a new LPP to get this solved.
