Create a job description that sends jobs and spool to the queues you would
like and assign that to the user.

You can have a CHGJOB command run to change the job's default queue. Then
again that depends on the job description using the right values.

That will not help if the jobs are submitted with a specified job
description. In that case the job D that's used to submit the job
(presumably from CL) would need to change.

It's all about the job description (as a default).
