cannot save a file directly to their QDLS subfolder

It is the mechanics of Microsoft Apps that prevents the save of files into the QDLS folders. As you know, QDLS is constrained to the 8.3 name format.
Even when users obey the 8.3 naming-rules, in an app like Excel . . . what is happening under the covers . . . is that the file is saved as New File.xls
and THEN it is renamed to the 8.3 name the user wants.

The first actual save to the folder is what is stopped by QDLS. So your advice to "save it elsewhere and move it" is the correct advice.
And investigating and migrating to the newer IFS Folder System makes sense.
