The copy/RGZPFM/dltf is probably a "just in case something goes wrong with the RGZPFM" kind of thing.

Usually RGZPFM isn't an issue (assuming you can get a lock on the file), but if you don't have a good backup, the copy/delete will lower blood pressure.

That's correct. We do a few RGZPFM commands nightly.

FWIW:
We have some CLs that make a backup copy to a different library before the RGZPFM and then delete that copy immediately after. I don't know what that's about.
