Like I said before, I'd approach this from the side of the waiting jobs not the locked jobs.
That being said, I guess you could use the Db2 Service to log record locks every second and watch for the same row being locked by the same job for >=2 seconds. I don't imagine that would perform well however.

As a follow up to this, I think what I want is a way to get emailed immediately when an exclusive lock is maintained on a file for ever 2 seconds.
I think it would be easy to find some of the offending RPG programs that way.
