Table 1 shows what combination of output queue parameters and authority to the output queue is required to perform print management functions on the system. For some functions, more than one combination is listed. The owner of a spooled file can always perform all functions on that file. For more information see Writer commands.

Subject: OUTQ authority
I have a user that's trying to open spooled files that don't belong to them using iACS. It gives this message, "This spooled file cannot be transformed". I granted the user *CHANGE authority to the OUTQ, but that didn't work. Authority collection DETAILED_REQUIRED_AUTHORITY shows *OWNER is required.
Is there a way to allow this user without granting spooled control special authority?
