Right-click #2 doesn't have that option.
#3, won't work either. The pointer changes to a red circle with a slash thru it when I drag over the taskbar.

1. Go to the folder where ACS Launch lives (acslaunch_win-64 in my case).
2. Right click on ACS Launch and choose 'Create Shortcut'. This will create a shortcut in that folder.
3. Drag the shortcut out to the task bar.
There is also a 'Pin to Taskbar' option when you right-click in step 2.
This works on my Win10 PC - don't know why it wouldn't work for you.
