I second the recommendation to use CoolSpools. It is an awesome product for any type of database/spooled file conversion. It also has a better SMTP server than IBM's MSF. We use it in a ton of programs to email or ftp files in different formats and have never found that it couldn't do whatever we needed it to. It's reasonably priced and their support is great.

We use CoolSpool for this, which (among other things) includes a command to convert database files directly to XLS or XLSX. For the reverse, we just use Excel to Save As a CSV and then CPYFRMIMPF.
