It was related. I finally have all my NWSD's cleaned up. I can now load an

Well, the plot thickens. This morning I was cleaning up the "extra"
virtualized optical devices and resources on the guests that the
mis-configured NWSD's had created. On the host LPAR I have one physical
optical drive and one virtual optical drive that should be virtualized to
the guests. Checking storage resources on the guests one guest shows two
virtualized optical drives as expected. The other two guests shows three
virtualized optical drives. In case that wasn't enough of a mystery, all
three drives were online after IPL on one of those guests, and only two of
the three were online after IPL on the other. I think the next time I have
the opportunity to IPL the guests I'll remove all the virtualized optical
devices and resources on each guest before their IPL's and see what gets
created during their IPL's.
