Thanks to this mailing list and partial answers on SO, I think I have resolved the problem. I am posting here hoping it helps others.

Apparently Fedora 30 ships with headless JRE. by running "sudo dnf install 'java-1.8.0-openjdk'" the full version of Java was installed and my problem was resolved.
All seems to work even under the default Gnome desktop running under Wayland.

Thanks to everyone.
I work with DB2 on i Series and plan to continue to monitor this list, and contribute back if I am able.
