I can vouch for the USB approach.  I just installed a new Power 9 9009-41A and the USB option was slick.  I loaded everything on a 16GB drive, plugged it into the FRONT USB port (important) and all was well.....

I went into ESS, entitled software, selected the 7.3 release and selected
all for download. Yep, kitchen sink and all.

As a side note, we have no LPAR's, No HMC.
Basic setup.

There is definitely a way to be more selective with that download.
It looks like you've downloaded multiple flavors of VIOS, multiple flavors
of IBM i boot( usb vs other)
