Did you try TFRJOB?  I use that to move interactive jobs to QCTL before ending QINTER.

The reason being that we have a customer who wants to test a change in the sign-on screen.

It's been years since the last time I played around with a sign-on screen. And I'm surprised that the customer would be doing so without knowing how to test it on one terminal.
