I've searched all 15 lpars of IBM i. Those who had it, no longer do.

If I'm reading that technote correctly, it's no longer used after upgrading past 7.2:

Note: Starting at V7R3, ESA no longer use the /instancecache directory.
So any information could be safely deleted and shouldn't be created
again.
