Do you maybe have MAX coded too? If you have MAX with a value greater than 1, then the parameter will start with an 2-byte integer saying how many were specified.

If my PARM is defined like this:
PARM KWD(MONPATH) TYPE(*CHAR) LEN(128) MIN(1) +
MAX(10) ALWUNPRT(*NO) ALWVAR(*YES) +
VARY(*YES *INT4)

then if I pass "ABCDE" for the parameter, the hex value of the parameter starts like this:

00010000 0005C1C2 C3C4C540
