Save while active does a fair job of handling locks while in the /QSYS.LIB file system.
There are few objects it doesn't work around. I suspect *MGTCOL objects are one.
I doubt that anything additional freed up between 10 and 30 seconds.

Save while active is a sick joke when it comes to stream files outside of the /QSYS.LIB file system.

I can't say for the backup job, but for 5250 our default is 30 seconds.

There are no time-outs in the joblog. I guess it's possible that some objects are locked and release within 30 seconds.

Some nights RTVTCPINF takes a few seconds, other nights a few minutes. We're seeing that in our backup for other things as well. One night the overall process is 25 minutes, and the next 40 minutes.
