It has always been a part of "Run SQL Scripts", even in the Ops Nav days.  So it was added to ACS when the Run SQL Scripts functionality was added in.  IBM probably didn't even think about it for use outside of SQL, but maybe that'd be a good suggestion for them...

FWIW: I wrote an article on the part that you found (allowing you to run it standalone)  back in 2005, so this is not a new feature

It might also be worth mentioning that you don't need to get it from the IFS, this is developed as open source and you can always get the latest copy from jt400.sourceforge.net
